Well he did say his phones, and Paul Baird said that too, the various forms of ways they can use surveillance. The wide scope of the issue that targets have raised is varied and many, it's not just seeing what we see, or seeing through our eyes from electrodes, or hearing everything we say or said to us. If they are terrorists, or real bad guys doing it, we know they typically go after civilians, and lots of them, not always the military or the government.
