Pop up window right now

Another computer on this network has the same IP address as this computer.  Contact your network administrator for help resolving this issue.  More information is available on Windows event log.

(I'm scared to close this window, and I think I'll just restart the computer.  I don't think this is targeting, but a scam I fell for in which I gave out my information after they infected my computer
so that they would fix it.  I didn't pay them, and they infected my computer all over again for weeks.
They might still be around, but I was kind of hoping someone caught them.)
