Hello again, Ben Carson. One or more people may be disabled living in the household, and that in itself is a full time job. We offer care for people, marginally though, but don't give the opportunity to lock into a job that will pay these bills, so likely all monies given will go to rent, and more will be forced to either prostitute or drug deal or rob and cheat.
