It could be coming through generated computer interface, or there could actual people besides the fucking media who are watching and pulling punches. It could be, the people doing this are ALSO under surveillance, so that the country is watching the watchers, watching those watching media who are watching the target or possible the watchers, then reporting as if it's all news to them.
