This woman forgets the tax credits awarded for signing up and staying insured, but yeah, it's gonna die:

Dear Ms. Grutz,
Thank you for taking the time to contact me about reforming the federal tax code. It's important for me to hear from folks in Iowa on policy matters such as this. 

One of the biggest problems facing Iowa families is our uncompetitive and loophole-ridden tax code. Every year, Americans spend 8.9 billion hours and $99 billion filing taxes. In addition, this complicated headache for families and individuals is exacerbated by the Affordable Care Act's (ACA) individual mandate.

Not only does the individual mandate force Americans to fill out additional paperwork when filing taxes, but also forces them to purchase health insurance that in many cases is unaffordable. If health insurance is not purchased, individuals are fined by the Internal Revenue Service (IRS). For 2015, the IRS reported that approximately 6.6 million Americans chose to take the penalty and collectively paid about $3.1 billion in fines. Of these individuals, over 75% earned less than the 2015 average household income of $56, 516. 

This is unacceptable - health insurance that is too expensive to purchase or use is not health insurance. Rather than penalizing folks, Congress should pursue public policy that creates more opportunities for all, including lower-and-middle-income families, and puts more of folks' hard-earned, taxpayer dollars back into their pockets. 

On December 2, the U.S. Senate passed tax reform legislation that includes a repeal of the ACA's costly individual mandate with my support. As you may know, before any bill can be signed into law, both chambers of Congress have to agree upon the included proposals. Members from both the Senate and House of Representatives will next head to a conference committee where they will work out the differences between the chambers' respective tax reform bills, and then send a final bill to each chamber for approval.
