I recall working at Guardian and walking by or near a phone in the plant, and it would ring every time. I do not recall however, if there was someone on the line or not. It was not a very active phone. I myself never answered it, but just one thought that one guy did, and no one was on the line. Walter on FB says, this is how they track you as a target.
